SAN JOAQUIN <br />COUNTY— <br />Environmental Health Department <br />AMENDEP <br />Aboveground Petroleum Storage Act Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />CHEVRON PRODUCTS COMPANY #1001621 <br />22888 S KASSON RD, TRACY <br />January 14, 2016 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />711 <br />CFR 112.8(c)(6) Failed to perform scheduled tank tests and inspections by appropriately qualified personnel. <br />The following was noted at the time of inspection <br />1) No integrity testing (external or internal) documentation was available for the T-25 Tank, which was Installed in <br />2005. <br />2) Only an "out of service" Integrity testing documentation was available for the T-131 Tank, this tank was <br />operational at the time of this inspection. <br />3) Action items (for the needed repairs) were identified In the integrity testing report for the T-23 Tank (dated 4-2-12) <br />and for the T-137 Tank (dated 10-17-2012), no follow up integrity testing documentation was available for this tank, <br />and no records, indicating that the required repairs were completed, were available for review at the time of <br />inspection. <br />Each aboveground container shall be tested and inspected for integrity on a regular schedule and whenever repairs <br />are made. The qualifications of personnel performing tests and Inspections, frequency and type of testing and <br />inspections that take into account container size, configuration, and design shall be determined In accordance with <br />industry standards. Examples of these integrity tests include, but are not limited to: visual Inspection, hydrostatic <br />testing, radiographic testing, ultrasonic testing, acoustic emissions testing, or other systems of non-destructive <br />testing. Comparison records and other records of inspections and tests must be maintained on site. Immediately <br />conduct the necessary testing and submit a copy of the test results to the EHD, or provide equivalence as allowed <br />by CFR 112.7(a)(2). <br />This is a Class II violation. <br />Overall Inspection Comments: <br />The report was amended by the EHD on 12/22/17. The amended report removes these violations: CFR <br />112.7(c) Failed to provide secondary containment, diversionary structures, or equipment to prevent discharge: <br />CFR 112.8(c)(2) Diked area is not sufficiently impervious to contain discharged oil; CFR 112.8(c)(2) Failed to <br />provide and maintain adequate secondary containment. The amended report replaces the initial report. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, within 30 days of receiving the complete inspection report. <br />Please be aware as of January 1, 2013, all businesses are required to submit all new (or any changes to <br />existing) Aboveground Petroleum Storage Act (APSA) information online to the California Environmental <br />Reporting System (CERS) at http://cers.calepa.ca.gov in addition to any other relevant activities and required <br />fields.
