River Road, <br />Escalon, as detailed in the enclosed report. Overall, I found the tanks and dispensing systems to be well <br />maintained. However, the following items need to be addressed for compliance with the Aboveground <br />Petroleum Storage Act (APSA): <br />Secondary containment is required for single -walled storage tanks. The APSA requires that the <br />Secondary containment be designed to hold 110% of the volume of the largest tank within the <br />containment. Please submit a proposal and time schedule for secondary containment construction by <br />30 May 2000. <br />2. Please provide this office with a copy of your certified Spill Prevention Control and Countermeasure <br />(SPCC) Plan by 5 May 2000. <br />3. Any 55 -gallon drums, which are being stored for any length of time, should be placed on portable <br />containment devices to control leaks or spills to the ground. By 5 May 2000, please advise us on steps <br />you have taken to resolve this issue. <br />If you have any questions, please call me at (916) 255-3029. <br />G.
