San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax:(209) 468-3433 Web:www.sjgov.org/ehd <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: F7501 <br /> ility Address: Date: <br /> Eleventh Street Chevron W ELEVENTH ST, TRACY September 20, 2017 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I, CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 609 CFR 112.7(a)(3vi), 112.7(a4) Plan failed to adequately contain procedures for reporting a discharge. <br /> The Spill Prevention, Control, and Countermeasure(SPCC) Plan does not provide information and procedures to <br /> enable a person to adequately report a discharge. The contact list did not include San Joaquin County <br /> Environmental Health and included an incorrect number under"State Warning Center". If a response plan was not <br /> submitted to the Regional Administrator, this information must be included in the SPCC Plan. Immediately amend <br /> the SPCC Plan to include this information and submit a copy of the revision to the EHD. <br /> This is a minor violation. <br /> 613 CFR 112.7(c) Failure to provide appropriate secondary containment, diversionary structures or equipment. <br /> No secondary containment was provided for the six 55 gallon drums on site. A facility shall provide appropriate <br /> containment and/or diversionary structures or equipment to prevent a discharge. The entire containment system, <br /> including walls and floor, must be capable of containing oil and must be constructed so that any discharge from a <br /> primary containment system will not escape the containment system before cleanup occurs. Immediately provide <br /> adequate secondary containment for all aboveground petroleum storage containers larger than 55 gallons. <br /> This is a minor violation. <br /> 618 CFR 112.7(e), 112.8(c)(6) Failed to conduct inspections or integrity tests or maintain records for 3 years. <br /> The inspection forms being used are not the forms provided by Spill Prevention, Control, and Countermeasure <br /> (SPCC) Plan, and in some instances, do not contain the same information. Inspections and tests must be conducted <br /> and stored in accordance with the written procedures developed for this facility in the SPCC Plan. Immediately <br /> begin conducting all inspections and tests in accordance with the procedures in the SPCC Plan, or amend the Plan <br /> and have it recertified by a Professional Engineer to accurately reflect the inspection procedures currently followed <br /> at the facility. <br /> This is a Class II violation. <br /> 619 CFR 112.7(f)(1) Failed to train personnel on discharge prevention. <br /> Oil handling personnel were not trained. At a minimum, oil handling personnel shall be trained in the operation and <br /> maintenance of equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, <br /> rules, and regulations; general facility operations; and the contents of the Spill Prevention, Control, and <br /> Countermeasure Plan. Immediately provide this training to all oil handling personnel and submit a copy of the training <br /> log to the EHD. <br /> This is a Class II violation. <br /> Page 5 of 7 <br />
