No secondary <br /> containment was observed for these drums. Portable oil storage containers must be positioned or located to <br /> prevent a discharge and shall be furnished with a secondary means of containment sufficient to contain the capacity <br /> of the largest single container with sufficient freeboard to contain precipitation. Immediately provide sufficient <br /> secondary containment for this and all other portable containers at this facility, or provide equivalence as allowed by <br /> CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> 725 CFR 112.8(d)(4) Failed to conduct integrity and leak testing on buried piping any time it is worked on. <br /> No piping integrity test results were found on site. Buried piping shall be tested for integrity and leaks at the time of <br /> installation, modification, construction, relocation, or replacement. Immediately perform integrity and leak testing of <br /> this piping and ensure that piping is tested when required, or provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 20, 2017. <br /> Note: The Plan references appendix letters throughout. The letters referenced do not match the actual appendix <br /> letters for each document. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all new(or any changes to existing) <br /> Aboveground Petroleum Storage Act(APSA) information online to the California Environmental Reporting System <br /> (CERS) at http://cers.calepa.ca.gov in addition to any other relevant activities and required fields.
