(continued) the Plan, either at the beginning or end of the Plan, or in a log or appendix to the Plan. As a result of this review and evaluation, the SPCC Plan must be amended within 6 months of review, and recertified by a professional engineer if any technical amendments were made. Immediately conduct a review of the facility SPCC Plan and make any necessary amendments. 18. A facility diagram was not included with the Plan. The Plan shall include a facility diagram which must mark the location and contents of each fixed storage container and the storage area where mobile or portable containers are located. It must also include all transfer stations and connecting pipes, including intra-facility gathering lines. Immediately provide a facility diagram which includes all of the required information. Submit a legible copy of the facility diagram to the EHD by July 20, 2011. 24. The contact information for the San Joaquin County Office of Emergency Services (SJC OES) was not included in the SPCC Plan. The SPCC Plan must include a contact list and phone numbers for the facility response coordinator, National Response Center, cleanup contractors with whom you have an agreement for response, and all appropriate federal, state, and local agencies who must be contacted in case of a discharge. Immediately update the contact list to include the most current version of the required information. 48. Integrity testing has not been conducted on the motor oil and diesel tanks. The facility shall test or inspect each aboveground container for integrity on a regular schedule and whenever you make material repairs. Examples of these integrity tests include, but are not limited to: visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions testing, or other systems of non- destructive testing. Comparison records and other records of inspections and tests must be maintained on site with the SPCC Plan. Immediately conduct all necessary integrity testing and maintain records on site as required. 50. Liquid level sensing devices have not been tested. Liquid level sensing devices must be installed in accordance with 40 CFR 112.8 and shall be regularly tested to ensure proper operation. Immediately conduct all necessary testing of liquid level sensing devices. Complete and submit a copy of the Return to Compliance Certification to the EHD by July 20, 2011 along with a statement documenting the corrective actions that have been or will be taken for each violation and any supporting paperwork. Provided: Return to Compliance Certification form ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122).
