In-Service AST Inspection Report <br /> Formal External Inspection of 10,000-Gallon Tank(AST-3) <br /> Valley Pacific Petroleum Services,Inc.-Stockton Facility <br /> Page 2 <br /> k. Release prevention barriers <br /> 1. Spill control systems <br /> 2. Inspect the tank based on its construction,per the following: <br /> a. Single-wall, multi-compartment tank of a horizontal cylindrical design, not in contact with <br /> the ground. <br /> 3. Conduct ultrasonic testing (from the exterior) to determine the shell thickness as described in the <br /> STI Standard. <br /> 3.0 INSPECTION FINDINGS FOR TANK: AST-3 <br /> 3.1 GENERAL SITE AND TANK DESCRIPTION <br /> The Facility supports commercial distribution of oil products with multiple ASTs used in the operation. <br /> AST-3 is located southeast of the maintenance shop and truck wash bay. The 10,000-gallon tank was <br /> identified as a shop-fabricated,welded, single wall steel construction, double compartment AST. The tank <br /> is an elevated horizontal, cylindrical design Tank with a diameter of 72 inches (8 feet) and an overall <br /> length of 344 inches (28.6 feet). AST-3 has secondary containment shared with multiple ASTs. The <br /> nameplate on the tank was present and readable and the age of the tank was established based on the <br /> nameplate. <br /> The tank's description is provided in Table 1, below. The tank inspection summary <br /> is provided following the STI Formal External Inspection (FEI) criteria, and additional inspection items. <br /> The FEI items for AST-3 are described as follows: <br /> 3.2 FORMAL EXTERNAL INSPECTION <br /> 1. General <br /> 1.1. A Formal External Inspection(FEI)was performed by an STI Certified Inspector. <br /> 1.2. AST-3 is an elevated single-wall steel, multi-compartment, horizontal, cylindrical design <br /> tank. It is 72 inches (8 feet) in outside diameter, 344 inches (28.6 feet) long with a <br /> nominal capacity of 10,000 gallons. AST-3 is equipped with two 27-inch manways <br /> located on the tank's topside which serve as approved ERVs. Tank compartments are <br /> currently used to store motor oil and tractor hydraulic oil. Oils are pumped to dispensers <br /> located on the northeast side of the adjacent warehouse. A fill pipe with a fill connection <br /> located inside of the containment area is used to fill the tank. <br /> 1.3. Previous periodic inspection reports were not provided. <br /> 1.4. The age of the tank, November 1989, was established using a UL/manufacturer <br /> nameplate observed on the tank. <br /> �� CONDOR <br />
