In-Service AST Inspection Report <br /> Formal External Inspection of 8,800-Gallon Tank(AST-5) <br /> Valley Pacific Petroleum Services,Inc. <br /> Page 2 <br /> 2. Inspect the tank based on its construction,per the following: <br /> a. Single-wall tank of a horizontal cylindrical design,not in contact with the ground. <br /> 3. Conduct ultrasonic testing(from the exterior) to determine the shell thickness as described in the <br /> STI Standard. <br /> 3.0 INSPECTION FINDINGS FOR TANK: AST-5 <br /> 3.1 GENERAL SITE AND TANK DESCRIPTION <br /> The Facility supports commercial distribution of oil products with multiple ASTs used in the operation. <br /> AST-5 is located southeast of the maintenance shop and truck wash bay and is situated in secondary <br /> containment with multiple ASTs. The nameplate on the tank was present and readable and the age of the <br /> tank was established based on the nameplate. <br /> The tank's description is provided in Table 1,below. The tank inspection summary is <br /> provided following the STI Formal External Inspection(FEI)criteria,and additional inspection items. The <br /> FEI items for AST-5 are described as follows: <br /> 3.2 FORMAL EXTERNAL INSPECTION <br /> 1. General <br /> 1.1. A Formal External Inspection(FEI)was performed by an STI Certified Inspector. <br /> 1.2. AST-5 is an elevated single-wall steel, horizontal, cylindrical design tank. It is 72 inches <br /> (8 feet) in outside diameter, 288 inches (24 feet) long with a nominal capacity of 8,800 <br /> gallons. AST-5 is equipped with a 27-inch manway located on the tank's topside which <br /> serves as an approved emergency release ventilation(ERV). The tank is currently used to <br /> store pump oil. Oil is pumped to a dispenser located on the northeast side of the adjacent <br /> warehouse. A fill pipe with a connection located inside of the containment area is used to <br /> fill the tank. <br /> 1.3. Previous periodic inspection reports were not provided. <br /> 1.4. The age of the tank,December 1989,was established using a UL/manufacturer nameplate <br /> observed on the tank. <br /> 1.5. The fabrication of AST-5 was inspected using STI SP001 and UL 142 guidelines and <br /> national standards as a baseline. <br /> 1.6. The tank foundation was inspected for indications of settlement, cracking, exposed rebar, <br /> and general disrepair. Cracks were observed in the concrete floor; however, due to water <br /> in the containment area, further investigation of the cracks was not possible. <br /> 1.7. The tank's steel supports were inspected for indications of cracking, spalling, and general <br /> disrepair.
