Sheriff <br /> Deputies Sanchez, McKee, and M. Smith were fueling their patrol vehicles when they <br /> smelled fuel and then noticed it coming out the vent line on the most easterly located <br /> unleaded fuel tank at 500 Hospital Road. It was determined that these officers witnessed <br /> the spill, shutdown the dispensing system using the emergency switch and immediately <br /> called dispatch which notified the fire department. <br /> You received notice shortly after the fire department was called at approximately 10:30 - <br /> 10:45 P.M. <br /> On Monday, March 1St,you asked Motor Pool to do a reconciliation of fuel deliveries and <br /> dispensed product to determine how much fuel was potentially spilled. <br /> We have determined that the amount of loss is approximately 37 gallons. Attached is the <br /> Tank Balance report where I have added some calculations and descriptions of the <br /> adjustments made to determine this loss. <br /> We had a discussion and reviewed the tank valving at the site on Wednesday March 3`d <br /> with Joe Bagley of Bagley Enterprises. Joe determined fuel siphoned from one tank to <br /> the other and eventually was pressurized out the vent line. The cause was that the vapor <br /> line valve was set incorrectly corresponding to the empty tank versus the one being <br /> drawn from and a bleeder value was open which allowed a siphon effect on the vapor <br /> line. All valves have been corrected and secured to prevent unauthorized change. <br />
