Failed to promptly correct visible discharges and remove accumulation of oil. In the hot asphalt <br /> area, hot asphalt oil is leaking for an engine motor pump into the cement secondary containment. In the <br /> fuel containment area. the 650 gallon grease tank has a rag located at the bottom outlet and the 1 K <br /> gallon hydraulic tank has some old oily residue at the end of tank at the pipe outlet. Promptly correct <br /> visible discharges which result in loss oil from container, including but not limited to seams, gaskets, <br /> piping, pumps, valves, rivets and bolts. Handle the waste in accordance to CCR, Title 22, HW <br /> regulations. <br /> Submit to SJC EHD within 30 days (11/01/10): <br /> 1. one copy of the completed "Return to Compliance Certification" form <br /> 2. a written corrective action statement for the above violations <br /> Noteso� «l <br /> - 7`�USI r s �ormerly contained hot asphalt oil located by the AST hot asphalt oil at the hot asphalt plant. In <br /> Monthly Tank Inspection Checklist & Documentation form listed: May 2007- cleanup of oil in UST. June <br /> & July 2007, working on cleaning up UST. December 2007, working on abandoning UST. Tanks were <br /> filled with cement, Closure in Place. <br /> - SPCC Plan, page 16, states two 30K gallon AST asphalt oil subject to Integrity testing Method <br /> SP001-03. First test scheduled for 2010. Per Envir. Crd. Mr. Trask, he will consult with PE if test is <br /> required and will amend SPCC if needed before schedule test expires. <br /> SP001-03 Standard for inspection of in-service shop fabricated Aboveground Tank for storage <br /> of combustible & flammable liquid includes ultrasonic thickness (UT) testing/ pressure testing of <br /> maximum frequency of once every 10 years. <br /> - Facility has mobile fueling trucks - purpose for off-site construction sites.
