The facility has undergone an ownership change and a name change during the last three years. The name of the company, names and numbers of designated person(s)for discharge prevention have not been updated.The two 15,000 gallon diesel tanks appear to be manifolded and the plan does not address this. If the tanks are determined to be permanently manifolded,the tanks may be considered one tank.A 120 gallon oil tank has been removed from the facility and is still referenced in the SPCC plan. Employee training section references GTI's Emergency Response Manual for Initial Response Procedures and Countermeasures Implementation. GTI is the name of the previous business that occupied the facility.The Spill Prevention, Control, and Countermeasure(SPCC) Plan must be amended when there is a change in the facility design, construction, operation, or maintenance that materially affects its potential for a discharge,within 6 months of the change, and implemented as soon as possible, not later than 6 months following preparation of the amendment. Immediately make all necessary amendments to the SPCC Plan to accurately represent the procedures and policies currently in place at the facility. Note: Permanently manifolded tanks are tanks that are designed, installed, or operated in such a manner that the multiple containers function as a single storage unit(67 FR 47122, July 17, 2002).Accordingly, the total capacity of manifolded containers is the design capacity standard for the sized secondary containment provisions(plus freeboard in certain cases). This is a minor violation. 618 CFR 112.7(e), 112.8(c)(6) Failed to keep records of procedures, inspections,or integrity tests for three years. Copies of inspection and testing records for were not found on site. Inspections and tests must be conducted in accordance with the written procedures developed in the Spill Prevention, Control, and Countermeasure(SPCC) Plan. Records of these inspections and tests must be signed by the appropriate supervisor or inspector and kept on site with the SPCC Plan for a period of three years. Immediately conduct inspections and tests as outlined in the SPCC plan. This is a Class II violation. 619 CFR 112.7(f)(1) Failed to train personnel on all discharge prevention details listed in this section. Oil handling personnel were not trained. At a minimum, oil handling personnel shall be trained in the operation and maintenance of equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and regulations; general facility operations; and the contents of the Spill Prevention, Control, and Countermeasure Plan. Immediately provide this training to all oil handling personnel and submit a copy of the training log to the EHD. This is a Class II violation.
