Failed to show diagram of location and contents of petroleum containers for the new, used, gear oil tanks. The plan shall include a facility diagram which must mark the location and contents of each fixed storage container and the storage area where mobile or portable containers are located. It shall include all transfer stations and connecting pipes, including intra-facility gathering lines. Update facility diagram to include all required information. Submit a legible copy of the updated facility diagram to EHD. 510. Failed to include correct phone numbers for the clean up contractors and phone number for SJC EHD on the contact list. Draft SPCC Plan list Safety Kleen as the hazardous waste hauler contractors. Facility has a contract with a new hazardous waste hauler for waste removal. SJC EHD phone number should be listed as a local CUPA agency in the SPCC Plan. SPCC Plan must include contact list and phone numbers for the facility response coordinator, National Response Center, clean up contractors with whom you have an agreement for response, and all appropriate federal, state, and local agencies who must be contacted in case of discharge. Immediately update the contact list to include the most current version of the required information. Submit an explanation how this will be in the finalized Plan. Submit to SJC EHD within 30 days (09/27/13): 1. one copy of the completed "Return to Compliance Certification" form 2. a written corrective action statement for each of the above violations (do not submit finalized SPCC to EHD - have readily available for review during next inspection) Notes: -Draft states that inspection on AST must be done. Unclear the frequency (monthly, weekly, annually) of when inspections must be completed. CFR112.7(e) -Draft states an "emergency coordinator" for spills but in SPCC, it must state "discharge prevention coordinator". CFR112.7(f (2) -No sure where the information is on security & addresses the appropriateness of security lighting. CFR 112.7(g) -If facility has an aboveground emergency generator tank, contents must be in the plan. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
