Stockton, CA 95215 <br /> Stockton, CA 95206 <br /> On March 20, 2017, Aaron Hang of the San Joaquin County Environmental Health Department(EHD) <br /> performed a routine aboveground petroleum storage act inspection at the above referenced site. <br /> An inspection report was issued identifying information to be submitted to bring this site into compliance. <br /> This information was required to be submitted by April 20, 2017. A follow up was received by email on <br /> April 24, 2017, which included a signed Return to Compliance Certification form, an undated Spill <br /> Prevention, Control, and Countermeasure (SPCC) Plan (completed by 4Creeks, stamped by Craig <br /> Hartman), and an Aboveground Storage Tank SP-001 Inspection Report for the 12,000 gallon diesel tank <br /> dated February 22, 2016. The information submitted did not fully address the issues noted in the <br /> inspection report, resulting in a non-compliant status for this facility. <br /> Note: All EHD staff time associated with failing to comply, including the issuance of this letter, <br /> may be billed at the current hourly rate ($139). Failure to submit the completed information <br /> immediately may result in a re-inspection, additional violations, and/or further legal action. <br /> The missing and incomplete information includes: <br /> • No statement of corrections was included with the submittal. <br /> • The SPCC Plan is unsigned by the professional engineer(PE). The certification page does not <br /> include the required PE certification wording. <br /> • The SPCC Plan is written for"3559 South Highway 99". The site address is 3550 South Highway <br /> 99. <br /> • The SPCC Plan does not follow the order or requirements in 40 CFR Part 112, and a cross- <br /> reference was not provided. <br /> • The SPCC Plan lists two waste oil drums in the facility inventory and on the facility diagram. <br /> According to EHD records, the facility does not generate used oil. The 55 gallon liquid waste <br /> drum(s) observed on site during past inspections contained fuel contaminated water. <br /> • The potential equipment failure table did not include the 55 gallon drum(s) on site. <br /> • The SPCC Plan states that"a certified inspector periodically evaluates all tanks using the Steel <br /> Tank Institute (STI) Standard for the Inspection of Aboveground Storage Tanks, SP-001, 2015 <br /> version", but does not state the exact frequency or the extent of the evaluation. The same <br /> section alternately states"all tanks are field-constructed" and references"American Petroleum <br /> Institute (API) Standard 653 Tank Inspection, Repair, Alteration, and Reconstruction." <br /> 1868 E.
