(47)No Emergency Coordinator <br /> • NuStar Stockton Facility has a trained Qualified Individual (QI)/ Emergency Coordinator <br /> that is available. This individual is on the facility premises during daylight hours and <br /> reachable by phone anytime afterwards to respond to any emergency situation within a <br /> short period of time. This QI/ Emergency Coordinator is thoroughly familiar with all <br /> aspects of the facility's contingency plan, operations and facility activities that include; 1. <br /> Waste handling, 2. Location of records within the facility, and 3. Facility layout. <br /> (49) Personal training records incomplete <br /> • NuStar Stockton Facility has an Operations Progression Program Matrix that specifies <br /> each operator's responsibilities. <br /> • A modification to the employee form 2201 sign-in sheet has been made to reflect each <br /> operator's status of training as per training matrix - specified in the SPCC training <br /> section. The training that each employee/ operator receives by completing all section <br /> listed in the Operations Progression Program Matrix will cover the areas of; <br /> 1. hazardous waste mgmt/contingency plan implementation <br /> 2. emergency procedures, equipment and systems <br /> 3. automatic waste cut off systems <br /> 4. response to fire, explosion, or groundwater contamination incident <br /> 5. shut down of operations. <br /> The Operations Progression Program Matrix is an 18 month program that covers all aspects of <br /> SPCC and emergency procedures and plans for emergency response and waste handling. <br /> Aerosol Cans Program: <br /> • Any/ all aerosol cans that contain residual material will be placed in a drum with proper <br /> labeling as Hazardous Waste (i.e. hazardous waste, accumulation start date, etc). All <br /> accumulated waste aerosol cans - will be sent out by Certified Waste Hauler within 90 <br /> days. <br /> • Any/all aerosol cans that are completely emptied will be placed in Regular trash. <br /> • NuStar Stockton Terminal will not puncture any aerosol cans. <br /> • Each operator will be properly trained per written procedure to handle aerosol cans as <br /> Waste or Regular trash. <br /> Sincerely, <br /> Buddy Stubblefield <br /> HSE Manager-West <br /> (916) 798-5914 <br />
