Terminal starter pumps normally are in an operating or standby status and therefore are not <br /> typically locked. In the event that starter pumps are taken off operating or standby status, <br /> they are locked. <br /> Only Company employees or authorized persons operate starter controls for loading or <br /> unloading of petroleum products. <br /> (4) LOADING / UNLOADING CONNECTIONS <br /> • Terminal personnel randomly monitor all loading of product at the facility. <br /> • Only Company employees or authorized persons operate starter controls for loading <br /> or unloading of petroleum products. The Company secures all gates and does not allow <br /> unauthorized access to the facility. <br /> :penings <br /> When facility piping, including loading/unloading connections, is not in service, all <br /> and connections are securely capped and/or blank flanged to prevent accidental <br /> discharge of petroleum products. <br /> (h) FACILITY TANK CAR AND TANK TRUCK LOADING/UNLOADING RACK <br /> The Main Terminal has a railcar loading/unloading rack on the 3rd spur(northernmost). The <br /> other 2 spurs do not have racks but are temporary transloading areas, with no associated rack <br /> equipment, so they are addressed in 112.8(b)(3) of this Plan. drainage from the rail spur is to <br /> the detention pond northeast of the railcar spur. Rail shipments inbound to the Main Terminal <br /> include Av Gas, Ethanol. <br /> The capacity of the railcars is 27,700 gallons. The rail rack has an undertrack drainage system <br /> that would direct any spilled product into a downstream steel-lined sump.The sump would <br /> automatically pump any spilled product into Tank 801, which has 365,400 gallons of capacity. <br /> This tank is also within a secondary containment that provides 4,699,800 gallons of capacity. <br /> All rail transfers are manned throughout the entire process. Electrical power is relied upon for <br /> the sump pump, but transfers cannot take place without electrical power, so transfers would <br /> never take place without available power to the sump pump to handle potential spills. <br /> Main Terminal Truck Rack#1 has a concrete floor and curbed area 90, x 75, x 4", which <br /> provides a containment of 16,830 gallons, which is greater than the single largest <br /> compartment of a truck that loads here, which is 7,700 gallons. Additionally, the rack drains to <br /> a steel-lined sump, which pumps into Tank 45, which is inside secondary containment. <br /> Main Terminal Truck Rack#2 has the same dimensions for the same 16,830 gallons of <br /> containment, which is greater than the tanker truck capacity of 7,700 gallons. It also drains to <br /> the steel-lined sump and then to Tank 45, which is inside secondary containment. <br />
