Report completed on June 15, 2011. Checklist left on site at <br /> time of inspection. <br /> Violations: (18, 19, 24, 27, 33) <br /> 18. The 55 gallon drums, and 250 and 550 gallon totes in the hazardous waste storage area are not <br /> included in the facility diagram. The Spill Prevention Countermeasure and Control (SPCC) Plan shall <br /> include a facility diagram which must mark the location and contents of each fixed storage container and <br /> the storage area where mobile or portable containers are located. It must identify the location of and <br /> mark as "exempt" underground tanks. It must also include all transfer stations and connecting pipes, <br /> including intra-facility gathering lines. Immediately update the facility diagram to include all of the <br /> required information. Submit a legible copy of the updated facility diagram to the EHD by July 15, 2011. <br /> 19 & 27. The inventory listed in the SPCC Plan does not include the 55 gallon drums, and 250 and 550 <br /> gallon totes of red dye in the hazardous waste storage area, and the rail cars on site. At the time of <br /> inspection there were 10 rail cars on site, each with approximately 30,000 gallons of shell capacity. <br /> Potential equipment failure is not addressed for any of the unlisted containers. The SPCC Plan must <br /> include the correct type of oil and storage capacity of each fixed storage container, and either the type of <br /> oil and storage capacity of each portable container or an estimate of the potential number of portable <br /> containers, types of oil, and anticipated storage capacities. The Plan must include a prediction of the <br /> direction, rate of flow, and total quantity of oil which could be discharged as a result of each type of <br /> major equipment failure. Immediately update the inventory and discharge information in the SPCC Plan <br /> to accurately represent the petroleum storage at the facility. <br /> 24. The SPCC Plan did not include the San Joaquin County Environmental Health Department (EHD) in <br /> the contact list. The SPCC Plan must include a contact list and phone numbers for the facility response <br /> coordinator, National Response Center, cleanup contractors with whom you have an agreement for <br /> response, and all appropriate federal, state, and local agencies who must be contacted in case of a <br /> discharge. Immediately update the contact list to include the most current version of the required <br /> information. <br /> 33. The SPCC Plan states that the lighting for this facility is "not adequate." The Plan must include <br /> descriptions of how you secure and control access to the oil handling, processing & storage areas, <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122). <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Received By: Title: <br /> EHD 23- 2-003 4V08/10/10 CONTINUATION FORM <br />
