Stacy Rivera
August 3, 2011
Page 7
UPDATE ON RETURN TO COMPLIANCE CERTIFICATION - HAZARDOUS WASTE
GENERATOR PROGRAM INSPECTION REPORT AND ABOVEGROUND
PETROLEUM STORAGE ACT INSPECTION REPORT FOR CITY OF STOCKTON
MUNICIPAL UTILITIES DEPARTMENT MAIN PLANT, TERTIARY PLANT AND
STORES FACILITIES INSPECTIONS CONDUCTED MAY 11, 2011
Retained the services of Condor Earth Technologies, who are in the process
of conducting a Spill Prevention, Control and Countermeasures Plan
R update. July 2011 Draft Working Copy has incorporated changes or
provided place holders for information update. Will provide follow-up as plan
is finalized.
MUD STORES (2501 NAVY DRIVE) -APSA INSPECTION
1 V 1. Failed to prepare a written SPCC Plan in accordance with CFR Part 112.
N Facility has an APSA regulated shell capacity of 14,860 gallons. No SPCC
Plan was available on site.
Based on the research that has been conducted by MUD Staff and Condor
Earth Technologies; it has been determined that the most environmentally
compliant and operationally effective storage of petroleum based chemicals
for use at the Main and Tertiary Plants is to store all but (23-fifty five gallon
drums, our after hours/emergency supply) on the Main Plant. All full
R Clarifloc totes have been re-positioned at the Old Cogen Facility. 20
empty/permanently closed 250 Gal Clarifloc Totes are currently on site,
awaiting pickup from Polydyne for recycling. No full or empty totes will be
stored at MUD Stores in the future. This will bring MUD Stores Petroleum
storage capacity below the 1,320 gallon SPCC Plan requirement. Will
provide follow up when Pol d ne pickup occurs.
Please contact Ava Langston-Kenney, Regulatory Compliance Officer at
(209) 937-8852 or Ava.Ken ney(a-)_stocktongov.corn if you have any questions or need
any further information. A follow-up letter will be provided as new information becomes
available.
JFF LLETT
INTERIM DIRECTOR OF MUNICIPAL UTILITIES
JW:RG:ARL-K:mll
Attachments (as referenced in letter)
emc: Ava Langston-Kenney, Regulatory Compliance Officer
::ODMA\GRPWISE\COS.MUD.MUD_Library:146518.1
