(AGE) inspected the aboveground <br /> storage tanks (ASTs) utilized by Mountain Valley Express (MVE) for purposes of oil <br /> storage. Two ASTs (fuel and waste oil) with double wall structures were noted in the <br /> area of a single walled oil tank. <br /> Spill Prevention, Control, and Countermeasure (SPCC) Plan (Plan) 40 CFR part 112 <br /> required the Facility to respond in a safe, effective and timely manner to mitigate the <br /> impacts of a discharge and to preventing discharges of oil to navigable waters. The <br /> facility was construction with the AST system (fuel, oil and waste oil storage) with a 100 <br /> foot by 70 foot secondary containment pad with a three-stage oil water separator, <br /> draining into the City of Manteca sewer system. The area and volume of the pad area <br /> and in ground separator alone is suitable to contain the volume of new oil stored in the <br /> single wall steel AST. <br /> MVE is responsible to prevent and abate oil spills with intent not to discharge petroleum <br /> into the municipal sewer system; the secondary containment drainage pad does not <br /> discharge to the public nor private stormwater system connected to a surface water <br /> body and any spill outside the pad would be abated with a land-based response (oil spill <br /> from truck). <br /> Additionally, Facility management has determined that this Facility does not pose a risk <br /> of substantial harm under 40 CFR part 112, as recorded in the "Substantial Harm <br /> Determination". <br /> 837 Shaw Road•Stockton,CA 95215 <br /> Telephone(209)467-1006 •Fax(209)467-1 1 18 <br />
