Advanced
GeoEnvironmental, Inc.
10 December 2015
AGE Project No. 12-2181
Mr. Dan Souza
MOUNTAIN VALLEY EXPRESS
1019 Bessemer Avenue, Manteca, California
Subject: Aboveground Storage Tank General Containment Evaluation
(Secondary Containment Oil Tank)
MOUNTAIN VALLEY EXPRESS
1019 Bessemer Avenue, Manteca, California
Dear Mr. Souza:
At your request, Advanced GeoEnvironmental, Inc. (AGE) inspected the aboveground
storage tanks (ASTs) utilized by Mountain Valley Express (MVE) for purposes of oil
storage. Two ASTs (fuel and waste oil) with double wall structures were noted in the
area of a single walled oil tank.
Spill Prevention, Control, and Countermeasure (SPCC) Plan (Plan) 40 CFR part 112
required the Facility to respond in a safe, effective and timely manner to mitigate the
impacts of a discharge and to preventing discharges of oil to navigable waters. The
facility was construction with the AST system (fuel, oil and waste oil storage) with a 100
foot by 70 foot secondary containment pad with a three -stage oil water separator,
draining into the City of Manteca sewer system. The area and volume of the pad area
and in ground separator alone is suitable to contain the volume of new oil stored in the
single wall steel AST.
MVE is responsible to prevent and abate oil spills with intent not to discharge petroleum
into the municipal sewer system; the secondary containment drainage pad does not
discharge to the public nor private stormwater system connected to a surface water
body and any spill outside the pad would be abated with a land-based response (oil spill
from truck).
Additionally, Facility management has determined that this Facility does not pose a risk
of substantial harm under 40 CFR part 112, as recorded in the "Substantial Harm
Determination".
837 Shaw Road • Stockton, CA 95215
Telephone (209) 467-1006 • Fax (209) 467-1 1 18
