I reviewed the SPCC Plan only for the issues noted in the June 2016 inspection report <br /> and have the following notes: <br /> • The discharge reporting section states that the list of agencies "should be notified whenever the facility <br /> discharges more than 1,000 gallons of oil in a single event, or discharges of more than 42 gallons in each of two <br /> discharge events within a 12-month period." Please note that California requires reporting of all significant or <br /> threatened releases, regardless of quantity. <br /> • The cross-reference section does not include code sections 112.7(a)(4), 112.7(d), or any section from 112.8. 1 <br /> was able to locate the information from violations 606, 612, 712,and 717 (the violations which included those <br /> sections), so the issue appears to be only with the cross-reference. Please update the cross-reference to include <br /> all relevant code sections. A list of code sections and requirements can be found on the June 10, 2016 <br /> inspection report checklist. <br /> • According to the SPCC Plan, the E85 tank is being tested using STI (Steel Tank Institute)SP-001 testing every 20 <br /> years, with the next test due in 2029. It is my understanding that initial SP-001 testing is conducted when the <br /> tanks are installed. Do you have the STI SP-001 test results available for the E85 tank from 2009? <br /> These are the only issues currently remaining.
