Specifically, you were required to register all aboveground petroleum storage tanks at your
facility subject to the APSA and pay the appropriate fee to the State Water Resources Control Board
(SWRCB). The SWRCB has not yet received your storage statement and fee.
Our letter also asked you to develop a Spill Prevention Control and Countermeasure (SPCC) Plan for
your aboveground tanks by 29 February 2000. To date, we have not received your SPCC Plan.
By 22 May 2000, you are required to submit the SPCC Plan and proof that you filed the storage
statement and fee with the SWRCB. Any operator or owner of a tank facility who fails to comply with
the provisions of the APSA may be subject to monetary penalties.
If you are having difficulties developing the SPCC plan or have any questions regarding these
requirements, please contact G. Arnold Inouye of my staff at (916) 255-3029.
&WENYHEN 16
cc: San Joaquin County Environmental Health Division, Stockton
California Environmental Protection Agency
Qa Recycled Paper
