Bullfrog Landing Marina Spill Prevention, Control, and Countermeasure(SPCC) Plan <br /> • Mr. Vic Solari, Fire Services Coordinator for San Joaquin County is not requiring any <br /> modifications to be made to the facility and has stated that the existing facility is not <br /> required to bring the on-going operation to current California Fire Code standards and <br /> requirements (Included with letter by Mr. Bontedelli, APPENDIX K) <br /> The facility employs the following active measures to contain a discharge: <br /> • Permanent boom around facility to inhibit floating debris from entering area below <br /> storage tanks to allow for visual inspection and observation of discharge. <br /> • Full time supervision of facility by Facility Manager during facility operating hours. <br /> • Supervision and security by Facility Manager residing on-site. <br /> • Facility is inspected and monitored daily. <br /> • Periodic cleaning, maintenance and painting of tank exteriors. <br /> • Valves operated manually and inspected during each use. <br /> • Non-destructive integrity evaluation is performed on all ASTs at least once every 2 <br /> years. <br /> • Non-destructive integrity evaluation is performed on all valves and piping at least once <br /> every 2 years. <br /> • Spill Kits containing sorbet booms and sorbent oil-only pads are stored onsite. <br /> • Sorbent granules are stored onsite with additional available from spill response team. <br /> • Spill response team is established. <br /> • Has a written commitment of manpower, equipment, and materials required to <br /> expeditiously control and remove any quantity of oil discharged that may be harmful. <br /> • An Oil Spill Contingency Plan has been prepare following the provision of 40 CFR part <br /> 109 <br /> 3.2 Facility Layout Diagram (40 CFR 112.7(a)(3)) <br /> Figure A-1 in Appendix A shows the general location of the facility on an aerial photo prepared <br /> through Google Earth. <br /> Figure A-2 in Appendix A shows the general location of the facility on an aerial photo prepared <br /> through Google Earth. <br /> Figure A-2 in Appendix A shows the general location of the facility on a U.S. Geological Survey <br /> topographic map. <br /> Figure A-3 in Appendix A presents a layout of the facility and the location of storage tanks on an <br /> aerial photo prepared through Google Earth. <br /> Figure A-4 in Appendix A presents a layout of the facility and the location of storage tanks with <br /> no aerial photo background. <br /> -12- <br />
