4 <br /> Program Manager is the designated person <br /> accountable for spill prevention and that the <br /> SPCC will be amended accordingly. <br /> (8) Item 53 - Failed to locate portable containers to <br /> prevent Discharge or provide sufficient <br /> secondary containment capacity that will hold <br /> the volume of the largest container plus <br /> sufficient free board to contain precipitation. <br /> Corrective Action: There are roughly 3 , 500 55 <br /> gallon drums of Fog Oil stored in Area .0 at the <br /> DDJC Tracy Facility. 40 CFR 112-8 (C) (11) allows <br /> for the use of catchment basins as a means of <br /> secondary containment. In the event that all <br /> the Fog Oil drums were to rupture at one time, <br /> our Storm Water Retention Pond has a capacity in <br /> excess of 24 . 5 million gallons not counting <br /> freeboard and would easily contain the total <br /> Area C spill with sufficient additional storage <br /> capacity for precipitation. Nothing may leave <br /> this catchment basin without being pumped and <br /> the pumps may not be operated without the <br /> consent of the DESJC Environmental Office and a <br /> water sample being collected. <br />
