4 y <br />1.0 INTRODUCTION <br />The U.S. Environmental Protection Agency (EPA) under the Code of Federal Regulations (CFR) <br />Title 40, Part 112 — Oil Pollution Prevention, requires oil storage facilities with underground <br />capacity greater than 42,000 gallons, above ground capacity greater than 1,320 gallons, or above <br />ground capacity in one container greater than 660 gallons to prepare a Spill Prevention Control and <br />a Countermeasure (SPCC) Plan. <br />C . <br />This SPCC Plan was prepared in accordance with the above requirement. The purpose of this plan is <br />to: <br />E <br />1. Prevent the occurrence of product spills by the use of sound engineering and <br />management controls. <br />2. Prevent the discharge of product into navigable waters of the United States. <br />3. Prevent exposure to personnel and the community. <br />4. Prevent contamination of the environment. <br />This plan presents guidance and direction to Holt of California (Holt) operating personnel for <br />prevention of and effective response to product releases. Holt has committed the necessary resources <br />for implementation of the procedures described in this document. In preparing this plan, Holt is <br />demonstrating its obligations to the public for responsible environmental stewardship.
