compatibility requirement is limited to cr iinment and components of double-wall ' —systems. (California Code of
Regulations, section 2631(k).)
All primary containment including any integral secondary containment systems must demonstrate compatibility. Tanks of all
USTs installed before January 1, 1991, piping on all USTs installed before July 1, 1992, and all other components on all USTs
installed before January 1, 1995 are required to demonstrate compatibility with biodiesel in one of the following ways: 1) an
independent testing organization approval in accordance with industry codes, voluntary consensus standards, or engineering
standards that explicitly includes a rating for biodiesel or biodiesel mixtures; or 2) an affirmative statement of compatibility from
the manufacturer of the UST containment and components that specifies the acceptable ethanol concentration.
For all UST systems, in the event that non -integral secondary containment is used, it shall be designed and constructed
according to an engineering specification approved by a state registered professional engineer or according to a nationally
recognized industry code or engineering standard. The engineering specification shall include the construction procedures.
Materials used to construct the secondary containment system shall have sufficient thickness, density, and corrosion resistance
to prevent structural weakening or damage to the secondary containment system as a result of contact with any released
biodiesel.
For applicable leak detection equipment for biodiesel please refer to the link below.
http://www.waterboards.ca.gov/water issues/programs/ust/leak prevention/18113/misc/biodiesel eg.shtml
As far as the Federal UST requirements, which apply to all UST systems, for tank, piping, containment sumps, and release
detection equipment they should be being met if state requirements are met. For pumping equipment, spill equipment, and
overfill equipment the federal rule requires either:
(i) A certification or listing of UST system equipment or components by a nationally recognized, independent testing laboratory
for use with the regulated substance stored; or
(ii) An Equipment or component manufacturer approval. The manufacturer's approval must be in writing, indicate an affirmative
statement of compatibility, specify the range of biofuel blends the equipment or component is compatible with, and be from the
equipment or component manufacturer.
These extra federal requirements will eventually become state requirements when the State's UST regulations are amended to
be at least as stringent as the federal requirements so that UST owners/operators only need to meet state requirements to meet
federal requirements as well.
These records are to be maintained for as long as the substance is stored.
Feel free to inquire further if necessary.
Cory Hootman, P.E.
Water Resource Control Engineer
State Water Resources Control Board, Division of Water Quality
Underground Storage Tank Program, Leak Prevention Technical Unit
10011 Street, 15`h Floor
Sacramento, CA 95814
Ph: (916) 341-5668
Fax: (916) 341-5808
From: Garrett Backus [EH] [mailto:gbackusC@sjcehd.com]
Sent: Monday, March 07, 2016 9:26 AM
R E LVOL:'
APR 2 6 2016
