The following is an itemized list of aboveground petroleum storage act violations that <br /> have not been addressed for TRACY MATERIAL RECOVERY/TRANSF as of June 0 <br /> 2016. <br /> Open violations from January 13, 2016 inspection <br /> Violation#605-Plan failed to address facility layout, operations discharge prevention methods and <br /> containers. <br /> The SPCC Plan did not have the accurate storage capacity for a 50 gallon diesel generator fuel tank near the pump <br /> house. In the SPCC plan the generators fuel tank capacity is listed as 125 gallons. Per Lee Beyer, the Shop Foremai <br /> the actual capacity is 50 gallons. The following shall be addressed in the Spill Prevention, Control, and <br /> Countermeasure (SPCC) Plan: <br /> -type of oil in each fixed container and it's storage capacity. For mobile or potable containers, the type of oil and <br /> storage capacity for each container or an estimate of the potential number of mobile or portable containers, the type: <br /> of oil, and anticipated storage capacities <br /> -discharge prevention measures including procedures for routine handling of products <br /> -discharge or drainage controls such as secondary containment, equipment, and procedures for the control of a <br /> discharge <br /> -countermeasures for discharge discovery, response, and cleanup <br /> - methods of disposal of recovered materials <br /> -contact list and phone numbers for the facility response coordinator, National Response Center, cleanup <br /> contractors, and all appropriate Federal, State, and local agencies. <br /> Immediately amend the SPCC Plan to include all required information. <br /> Violation #714-Failed to test and inspect containers by appropriately qualified personnel after material <br /> repairs. <br /> The aboveground storage tanks on site have not had integrity testing per the SPCC plan. Each aboveground contain <br /> shall be tested and inspected for integrity on a regular schedule and whenever repairs are made. The qualifications <br /> personnel performing tests and inspections, frequency and type of testing and inspections that take into account <br /> container size, configuration, and design shall be determined in accordance with industry standards. Examples of <br /> these integrity tests include, but are not limited to: visual inspection, hydrostatic testing, radiographic testing, <br /> ultrasonic testing, acoustic emissions testing, or other systems of non-destructive testing. Comparison records and <br /> other records of inspections and tests must be maintained on site. Immediately conduct the necessary testing and <br /> submit a copy of the test results to the EHD, or provide equivalence as allowed by CFR 112.7(a)(2). <br /> Page 1 of 1 <br />
