Main, Stockton <br />Program: APSA <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to comply) <br />101. Facility has an APSA regulated shell capacity of 18,965 gallons (this number is based on the <br />aboveground storage tanks (AST) listed on the top of this report on page 1, and inclusion of the used oil <br />150 -gallon container and the fuel tank of an abandoned big rig). No Spill Prevention & Countermeasure <br />Control (SPCC) Plan was available on site. All facilities which have an APSA regulated shell capacity of <br />1,320 gallons or greater shall prepare a written SPCC Plan which meets all of the requirements of the <br />Code of Federal Regulations Title 40, Part 112. This plan shall be certified by a professional engineer in <br />accordance with 40 CFR 112.3(d). Immediately prepare a SPCC Plan in accordance with 40 CFR Part <br />112, which will include all aboveground petroleum storage containers 55 gallons or larger. Submit a <br />copy of the Professional Engineer (PE) certified SPCC Plan to the EHD for review by 5/11/2013. This <br />copy will be returned to the facility after review. A copy shall be maintained on site at all times. <br />514. The surface pipings within the first flange/valve connecting the exterior of the four 100 -gallon day <br />tanks of the four generators to the 10,000 -gallon AST were observed with no secondary containment. A <br />facility shall provide appropriate containment and/or diversionary structures or equipment to prevent a <br />discharge. The entire containment system, including walls and floor, must be capable of containing oil <br />and must be constructed so that any discharge from a primary containment system will not escape the <br />containment system before cleanup occurs. Immediately provide adequate secondary containment for <br />all aboveground petroleum storage containers larger than 55 gallons. <br />521. No mechanism to prevent departure of vehicles before disconnection to the fuel line of the 10,000, <br />2,000, and 5,000 -gallon diesel ASTs. The facility must provide an interlocked warning light or physical <br />barrier system, warning signs, wheel chocks or vehicle brake interlock system in the loading/unloading <br />area to prevent vehicles from departing before complete disconnection of flexible or fixed oil transfer <br />lines. Immediately provide a means of preventing vehicle departure prior to transfer line disconnection <br />that is in accordance with 40 CFR Part 112. <br />607. The 2000 -gallon diesel (a single walled AST according to the facility) was observed with insufficient <br />secondary containment. All bulk storage tanks must be provided with a secondary means of <br />containment for the entire capacity of the tank and sufficient freeboard to contain precipitation. <br />Immediately provide sufficient secondary containment for this and all other tanks at this facility. <br />620. No warnings were observed on site to warn vehicles of aboveground piping, containers, or other <br />appurtenances. A warning must be provided to all vehicles entering the facility to be sure that no <br />vehicle will endanger aboveground piping or other oil transfer operations.
