M5 <br /> C ITY O F STOC KTO N <br /> POLICE DEPARTMENT <br /> 22 East Market Street•Stockton, CA 95202-2876 <br /> mvw.stocktongov.com <br /> (209)937-8243 <br /> July 1, 2016 <br /> San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Ave. <br /> Stockton, Ca. 95202 <br /> Attn: Garrett Backus <br /> ABOVEGROUND PETROLEUM STORAGE ACT RETURN TO COMPLIANCE <br /> The Stockton Police Department has taken the following actions in order to correct <br /> violations noted during a routine inspection conducted on June 6, 2016 by <br /> Environmental Health Specialist Timothy Engle: <br /> Items 601, 604, 605, 608, 609, 617, 713, 717: The City of Stockton has contracted with <br /> Network Environmental Systems, Inc (NES) to have a new SPCC Plan done which will <br /> address these areas of concern. The on-site inspection by the engineer from NES is <br /> scheduled for July 7 (Attachments 1 &2). <br /> Item 602: A signed copy of the SPCC was not provided at the time of the inspection. <br /> I've attached a copy of the signed pages from the SPCC showing management <br /> approval to commit necessary resources to implement the plan (Attachment 3). <br /> Item 613, 726: Inspections had been conducted on the police department's 6,000 gallon <br /> AST, but were not properly documented. The inspections are now being documented <br /> and are maintained in a binder along with the SPCC (Attachment 4). <br /> Item 614, 616: Fleet Services personnel were trained on discharge prevention. <br /> Discharge prevention briefings will now be held annually for Fleet Services personnel <br /> (Attachment 5). <br /> Upon completion and receipt of the Stockton Police Department's new SPCC plan, we <br /> will provide a copy of the plan and the signed Return to Compliance Certification form. <br /> If you have any questions, please do not hesitate to call me at (209) 937-7243. <br />
