Lincoln St., Stockton CA 95206
(209) 937-8106
From:John Balobeck [mailto:ibalobeck@nesglobal.net]
Sent:Tuesday,June 28, 2016 11:24 AM
To:Ty Rust<Ty.Rust@stocktonca.Rov>
Subject: RE: SPCC
Hello Ty,
Thanks for the call this morning. As discussed, we believe we can be more efficient in the travel. Adjustment in the total
cost estimate is reflected in the revised proposal—see attached. Please let me know if you have any questions.
We would like to schedule the Engineer to be on site July 7. Will that work in your schedule?
Thanks Ty.
From: John Balobeck
Sent: Monday, June 27, 2016 4:42 PM
To: Ty.Rust@stocktonca,gov
Subject: FW: SPCC
Hello Ty,
Thanks for taking my call today and for providing an opportunity to support the City of Stockton. NES is pleased to
provide a cost estimate for performing Environmental Consulting Services to assist with addressing items identified in
the recent facility inspection. There were various items identified in the San Joaquin Department of Health inspection
report that NES did not include in the cost proposal scope of work. As discussed, Stockton PD will provide training to
their staff, perform inspections, update CERS, coordinate the extension request with the County and prepare and submit
the "Return to Compliance" response.
NES will complete visual integrity testing as part of our services. The Engineer will obtain the construction date of the
tank while performing the site visit. For these particular tanks, the formal integrity testing frequency is every 20 years.
As long as the tanks aren't older than that or no leaks are observed, no detailed integrity tests are necessary. If the date
is more than 20 years old, a more detailed integrity test will need to be performed by a STI certified inspector. NES can
prepare a separate cost proposal for those services if necessary.
Additionally, travel for the site visit to the Stockton PD can be combined with another project if performed on July
7. This would reduce the overall cost of your project; hence the reason for submitting the cost proposal on a T&M
basis.
In order for NES to proceed,we need an signed copy of the cost proposal.
Please let me know if you have any question or would like additional details.
Thank you!
From: John Balobeck
Sent: Friday, June 24, 2016 1:40 PM
2
