Raymond von Flue [EH]
From: Raymond von Flue [EH]
Sent: Tuesday, September 28, 2010 2:21 PM
To: 'Luis Gardea'
Cc: wlittle@advgeoenv.com; 'philipmathew'
Subject: RE: Collegeville SPCCP
Mr. Gardea,
I have reviewed the SPCC Plan that you submitted. I have found some items that need to be edited in the plan and have questions.
The date of install listed in the plan is 2000 (section 2.3.6). 1 spoke with Mr. Mathew and he stated that it is 2005.
In section 3.7.1 - Daily Inspection, it states that the daily visual inspection includes: "Observing the effulent from the oil/water separator' - does this
facility have an oil water separator? Also does this facility have an berm drain valve? (cut and paste leftover?)
In section 3.11.1 - Unloading secondary containment - states that fuel is delivered by gravity to the top of the AST. Is the fuel delivered by pressure at
the side of the AST?
Per section 112.7 (a)(3)(i), CFR, the piping should be shown on the facility diagram
Per section 113.7 (f)(2), CFR, the facility should designate a person who is accountable for discharge prevention and who reports to facility
management. Mr. Mathew is listed, in the event he is not available who would be an alternate?
In Table 6 it states that the overfill is tested monthly. How?
In Table 9 it lists a waste oil tank and containers that would be inspected (cut and paste leftover?)
Do the fuel dispensers have general containment underneath for the single wall piping?
Please let me know if you have any questions.
Raymond von Flue
Senior Registered Environmental Health Specialist
San Joaquin County
Environmental Health Department
600 E.
