Mariposa Rd., Stockton Program: APSA SUMMARY OF VIOLATIONS CLASS I, CLASS II, or MINOR -Notice to Comply) "The following issues were noted based on the review of the SPCC Plan (submitted in response to the May 13, 2010 inspection)." -- The cross-reference in the SPCC Plan is not accurate, beginning with section 3.8. If you do not follow the sequence specified in 40 CFR 112 for the Plan, you must prepare an equivalent Plan and supplement it with a section cross-referencing the location of requirements in 40 CFR 112 and the equivalent Plan. Immediately amend the Plan to include an accurate cross-reference or to follow the required sequence. -- The facility map does not include the contents of the aboveground storage tank. The Plan shall include a facility diagram which must mark the location and contents of each fixed storage container and the storage area where mobile or portable containers are located. It must identify the location of and mark as "exempt" underground tanks. It must also include all transfer stations and connecting pipes, including intra -facility gathering lines. Immediately update the facility diagram to include all of the required information. -- The inspection form provided with the SPCC Plan does not match the description of the inspection forms in the Plan. The Plan references forms in Appendix B; the inspection form included is for vapor recovery systems only. Inspections and tests must be conducted and stored in accordance with the written procedures developed for this facility in the SPCC Plan. Immediately begin conducting all inspections and tests in accordance with the procedures in the SPCC Plan, or amend the Plan and have it recertified by a Professional Engineer to accurately reflect the inspection procedures currently followed at the facility. -- The California Office of Emergency Services (CA OES) is now called the California Emergency Management Agency (CalEMA). The CUPA for this county is the San Joaquin County Environmental Health Department. -- In section 2.1, the Plan states that the Emergency Coordinator is the Designated Facility employee. In section 2.5, the Emergency Coordinator and the Designated Facility employee are listed as two separate people. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE.
