Mariposa Rd., Stockton <br />Program: APSA <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />"The following issues were noted based on the review of the SPCC Plan (submitted in response to the <br />May 13, 2010 inspection)." <br />-- The cross-reference in the SPCC Plan is not accurate, beginning with section 3.8. If you do not follow <br />the sequence specified in 40 CFR 112 for the Plan, you must prepare an equivalent Plan and <br />supplement it with a section cross-referencing the location of requirements in 40 CFR 112 and the <br />equivalent Plan. Immediately amend the Plan to include an accurate cross-reference or to follow the <br />required sequence. <br />-- The facility map does not include the contents of the aboveground storage tank. The Plan shall <br />include a facility diagram which must mark the location and contents of each fixed storage container and <br />the storage area where mobile or portable containers are located. It must identify the location of and <br />mark as "exempt" underground tanks. It must also include all transfer stations and connecting pipes, <br />including intra -facility gathering lines. Immediately update the facility diagram to include all of the <br />required information. <br />-- The inspection form provided with the SPCC Plan does not match the description of the inspection <br />forms in the Plan. The Plan references forms in Appendix B; the inspection form included is for vapor <br />recovery systems only. Inspections and tests must be conducted and stored in accordance with the <br />written procedures developed for this facility in the SPCC Plan. Immediately begin conducting all <br />inspections and tests in accordance with the procedures in the SPCC Plan, or amend the Plan and have <br />it recertified by a Professional Engineer to accurately reflect the inspection procedures currently followed <br />at the facility. <br />-- The California Office of Emergency Services (CA OES) is now called the California Emergency <br />Management Agency (CalEMA). The CUPA for this county is the San Joaquin County Environmental <br />Health Department. <br />-- In section 2.1, the Plan states that the Emergency Coordinator is the Designated Facility employee.
