AUG 0 6 2444 FOOTHILL
riVi'RiiiIMENT iiEALT ENGINEERING
12793 PADDY CREEK LANE LODI, CA 95240
PERMIT/SERVICES PH. (209) 368-9381 FAX (209) 367-1163
August 5, 2004
Diana Maragos
P.O. Box 247
Galt, Ca 95632-8854
Subject: Sun West Liquors, 2449 W. Kettleman Lane, Lodi, CA LOP Site code: 503357
Global ID T0607700812
-; '°'-Dear"Diana:
On July 13, 2004, Foothill Engineering recommended in the Quarterly Monitoring Report that San
Joaquin County Public Health Services Environmental Health Department issue a"No Further Action
Required"for this site. This morning I talked with Mr. Harlin Knoll of that lead agency by phone and he
concurred with our recommendation that"No Further ction" is required on this site.
Mr. Knoll stated that it is typical for the agency to require two quarters of groundwater sampling with
results similar to the last sampling results before he will issue a letter stating "No Further Action
Required." This requirement is a standard procedure with all lead agencies governing rernediated
groundwater sites and should not be a concern. Foothill believes further testing will confirm that the
groundwater has been remediated to standards acceptable to the lead agency.
After the lead agency issues a letter of"No Further ction Required," all installed remediation and
monitoring facilities must be removed or closed in a manner acceptable to that agency. This will require
that all the monitoring wells and the extraction wells on the site be pressure grouted and the top three feet
of those wells removed. This work will require that a chill rig be moved onto the site to do the work and
that there will be some disruption to the traffic flow ar land the site. This disruption is short compared
to past disruptions, and the property owner should be E appy that there is an end in sight.
If you have any questions concerning the site closure procedure, please contact Ery Rifenburg of this
office.
Respectfully submitted,
TRlib%,
roup,Mr.Harlin Knoll of San Joa lin County,Mr.James Barton of Calif Regional
t Water Quality Control Board
1
