4UORUM
r
ENVIRONMENTAL CONSULTANTS,INC. r 3`
AUG 19 1992
August 17, 1992 ENVIRONMENTAL HEALTH
POWT/5 0=8
Mr. Michael Collins
San Joaquin County Public Health Services
P..O Box 2009
Stockton, California 95201
Subject: EXECUTIVE SUMMARY OF WORK PLAN FOR PROPOSED
EXCAVATION AND AERATION OF HYDROCARBON-BEARING SOIL AT
A & M MARKET, 4579 EAST ACAMPO ROAD, ACAMPO, CALIFORNIA.
'Dear Mr. Collins:
j
On June 19, 1992,three 8,000-gallon underground gasoline'storage tanks were removed from
the site. About 125 cubic yards of soil was excavated and stockpiled at the site to allow tank
removal. Gasoline hydrocarbons were detected at concentrations of 600 parts per million
(ppm) and 1,300 ppm in two of six soil samples collected from beneath the tanks following
their removal; hydrocarbons were detected in one of five soil stockpile samples at a
concentration of 33 ppm.
Our excavation program is proposed to remove hydrocarbon-bearing soil from the tank
cavity until either hydrocarbon concentrations in soil remaining in place are acceptable to
the San Joaquin County Public Health Services or until! the safe operating limit of the
equipment has been reached. During excavation we will 3monitor hydrocarbon levels with
a hand-held hydrocarbon detector. We anticipate that the, area below the west ends of two_
former tanks will be deepened about six feet, and the remainder of the tank cavity will be
deepened about two feet; the decision to terminate excavating will be made in the field.
Soil samples will be collected and chemically analyzed for gasoline constituents by a
California-certified laboratory following excavation.
i
Additionatsoil excavated.from the tank cavity_will be stockniled.at the site near the present
stockpiles and covered with plastic sheeting. About 50 cubic yards of the initial stockpile j
and the additional excavated soil may be aerated on site if hydrocarbons levels are within
San Joaquin County Air Pollution Control District guidelines. After receipt of soil sample
results we will evaluate the need for any additional work;at the site. Following aeration, soil
may be returned to the tank cavity or removed to an appropriate disposal facility.
Sincerely,
Quorum Environmental Consultants, Inc.
i
F
Barry Marcus
Senior Geologist
cc: Mr. Terry Masters, Sacramento Equipment Maintenance Company
3050 FITE CIRCLE • SUITE 104 • SACRAMENTO, CA 93811 • TEL: 916.363.1900 • FAX: 916.363.4912
3
