Box 388 <br /> Stockton, California 95201-3388 <br /> Subject: Transmittal of Additional Closure Documentation <br /> 4110 Industrial Way <br /> Tracy, California <br /> Dear Ms. Meays: <br /> As you requested, an additional table (Table 4), presenting the results of the soil stockpile <br /> sampling performed during tank removal activities at 4110 Industrial Way in Tracy, California in <br /> 1992, is enclosed. This table and a revised page 4 of our December 6, 1994 site closure report - <br /> where the words "The analytical results for the soil stockpile sampling conducted during the tank <br /> removal activities are tabulated on Table 4." have been added - are enclosed. Please insert this <br /> table and replace page 4 in your copy of the closure report. This information has been previously <br /> presented to the San Joaquin County Environmental Health Division (County) in reports prepared <br /> in 1992 and it was discussed during our meeting on April 12, 1995. <br /> You have stated that you find the December 6, 1994 closure report "incomplete" because it <br /> "continually refers to previous reports". Apart from our obvious beliefs about how appropriate or <br /> inappropriate it is to refer to these earlier reports, it should be cleat that oily one earlier report is <br /> specifically referred to; and, it is reproduced and attached to the closure report and its results are <br /> very clearly and concisely summarized on page two of the closure report. Accordingly, we submit <br /> that the closure report is comprehensive and complete. <br /> We continue to petition the County for administrative closure. We have demonstrated, through <br /> groundwater sampling conducted over four successive calendar quarters, under the auspices of <br /> the County, that no detectable contamination remains at this site. We have provided the County <br /> with reports documenting the results of our site activities. We have summarized all previous <br /> reports in a closure report, prepared in accordance with a County requested format; and, for the <br /> convenience of County staff-, we presented all our findings in our meeting on April 12, 1995. As <br /> we understand it, the intent of the closure report "is to provide a document upon which the <br /> regulator may make an objective decision regarding the requested closure" (CVRWQCB, <br />
