Introduction <br /> Sample Analysis and Laboratory Support—U.S. EPA Region 9 Laboratory and CLP <br /> laboratories will be utilized for analysis of contaminants of potential concern(COPCs). <br /> 1.2 Distribution List <br /> Copies of the final FSP will be distributed to the following persons and organizations: <br /> • Carolyn Douglas,U.S. EPA Region 9 <br /> • U.S. EPA Region 9 Quality Assurance Office <br /> • City of Stockton Redevelopment Agency <br /> • E&E START project files <br /> 1.3 Statement of the Specific Problem <br /> The CSRA plans to redevelop the site for commercial land use. Additional environmental data is <br /> needed to assist the CSRA and the NCLR with planning decisions. The specific problem <br /> associated with the property is the following: <br /> ' The City of Stockton Fire Department Station 3, located adjacent to and west of the <br /> subject site, is a former leaking underground storage tank(LUST) site that is documented <br /> to have released petroleum hydrocarbons to the groundwater. Based on the up-gradient <br /> hydrologic relationship with the subject property, activities at this facility may have <br /> caused groundwater contamination at the subject site. <br /> The assessment recommendations for this project are also based on review of the various <br /> historical documents prepared by other frons in relation to the site(see Section 10 for <br /> references). These historical documents indicate that deeper soil,greater than 5 feet below <br /> ground surface(bgs)have been characterized but no data exists for surface and shallow soils at <br /> the site. Recommendations for the specific scope of this assessment were based on historical <br /> observations by other firms. Once the new site assessment data for this project are generated, a <br /> report will be prepared and delivered to appropriate decision-makers. <br /> The results of this proposed assessment and those from previous investigations may be used to <br /> evaluate whether current conditions on the property pose a threat to human health during <br /> development or a continuing threat to residents and the general community after the property is <br /> developed. Potential threat and exposure concerns are as follows: <br /> • Excavation or grading of contaminated soil could result in exposure to contaminated soil <br /> for onsite workers and community members. <br /> • Migration of contamination from the property to groundwater aquifers could result in a <br /> threat to area groundwater. <br /> • Migration of contaminated groundwater from the City of Stockton Fire Department <br /> Station 3 located adjacent to and west of the subject site could result in contamination of <br /> groundwater beneath the subject site. <br /> 14m02e93.1401.01BR 1-2 <br /> EI C000dlo No.l <br />
