These sections require that the <br />local agency not consider cleanup or site closure proposals from the primary or active <br />responsible party, issue a closure letter, or make a determination that no further action <br />is required with respect to "hazardous substance" underground storage tank release <br />sites unless all current record owner of fee title to the site have been notified of the <br />proposed action by the primary or active responsible party. <br />This is to inform you that pursuant to Section 25297.15(a) of the Health and Safety <br />Code, you must provide PHS/EHD certification in writing of your notification to all <br />record fee title owners and a complete mailing list of all record fee title owners prior to <br />our considering any cleanup or closure proposals for the above referenced site. <br />PHS/EHD requests that the certification and mailing list be included in any cleanup or <br />site closure proposal submitted to our agency so the process is not delayed because of <br />these new requirements. <br />For additional information, please feel free to contact your Local Oversight Program <br />(LOP) case manager. <br />Donna Heran, REHS, Director <br />Environmental Health Division <br />Margaret Lagorio, Supervising REHS <br />LOP/Site Mitigation, Unit IV <br />c: RWQCB, Central Valley Region - Marty Hartzell <br />A Division of San Joaquin County Health Care Services <br />
