(Horizon) is submitting this <br /> letter ill response the San Joaquin County Lnvironnlental Health Department (EI-ID) letter of <br /> 7 April 2009 regarding the subject site. The EFID letter included requests regarding <br /> disposition of monitoring well MI1l-12 and for a soil gas investigation work plan. <br /> The El ID acknowledged the status of monitoring well MW-12 that was covered during road <br /> COnStrUCtiOn and requested that the well be located, tither repaired or destroyed and replaced <br /> if it could not function as a monitoring well. vie El ID also stated that the property owner is <br /> considering neer building construction at the site and that a soil gas ]nvcstlgation should be <br /> conducted prior to construction. A soil gas investigation work plan was requested. <br /> Ilorizon coordinated with Vali Cooper & Associates (construction management company <br /> for the Airport Way construction project) to locate well MW-12 under concrete pavement. <br /> The 50-feet-total-depth well was found to be obstructed at approximately 26 feet below <br /> surface grade (bsg). On 7 May 2009, Horizon coordinated with All Well Abandonment (the <br /> drilling contractor that installed the well) to attempt to rehabilitate the well. Water jetting <br /> and bailing methods were utilized to remove sediment froin the well. Returning injected <br /> water was contained and totaled approximately 140 gallons. After termination of jetting, <br /> approximately 80 additional gallons of water were bailed from the well. The final depth <br /> measured in the well was approximately 47 feet bsg. The remaining obstruction in the well <br /> likely consists of coarse gravel that could not lie removed by jetting. The well will be <br /> sampled during the second quarter 2009 monitoring event. Water generated by the well <br /> rehabilitation work is stored on site in drums and will be disposed with the quarterly <br /> monitoring purge water. <br /> Ill regards to the request for a soil gas investigation work plan, at this time, (lie property <br /> owner has not secured funding for new construction and no schedule for construction has <br /> been set. horizon requests postponement of the submittal of a soil gas investigation work <br /> plan until which time the schedule for new building construction at the site becomes more <br /> certain. Additionally, soil and groundwater remediation, which includes soil vapor <br /> extraction, is ongoing.
