r
PUBLIC NOTICE
Fact Sheet
Case Closure for Leaking Underground Storage Tank(UST) Site
Ultramar Inc., on behalf of the San Joaquin County Environmental Health Department(SJCEHD), invites public
comment regarding the intent of the SJCEHD to grant regulatory closure for the leaking underground storage tank
(LUST) case at the below subject site (Site).
SUBJECT SITE:
Site Name: Abdelwahed Facility GeoTracker Global ID#T0607799505
Site Address: 2255 South Airport Way, Stockton, San Joaquin County, California SJCEHD Site Code: 1335
PUBLIC COMMENT PERIOD: 22 August—22 October 2013
CASE SUMMARY:
SJCEHD and the Central Valley Regional Water Quality Control Board (RWQCB), in cooperation with the
property owners Sayed and Zakia Abdelwahed, and the responsible party Ultramar Inc. and their environmental
consultants have evaluated soil and groundwater conditions, and health concerns at the subject Site resulting
from historical unauthorized releases of gasoline from UST systems formerly utilized for fueling operations when
the Site was operated as a gasoline station from approximately 1964 to 1982. It is thought that UST systems
were removed from the Site circa 1982, but records of the UST removals could not be located during the course
of the investigation.
Soil and groundwater investigations were conducted from 2002 to 2012. Gasoline hydrocarbons were detected in
on-Site soil and groundwater, and off-site groundwater. Soil and groundwater remediation was conducted from
October 2007 to May 2012 removing an estimated 40,300 pounds of gasoline hydrocarbons from Site soil and
groundwater, thereby reducing contaminant mass and concentrations in soil and groundwater. The residual
plume of impacted groundwater extends approximately 250 feet eastward of the subject Site and lies
approximately 31 Feet below the ground surface. In 2012, a soil vapor investigation was conducted to evaluate
the potential for indoor vapor intrusion into current and future Site buildings. On the basis of previous
investigations, groundwater monitoring and remedial actions, the SJCEHD concluded that the Site has been
remediated to a level that is protective of the environment and protective of human health for current and future
Site use and for adjacent off-site areas, and that natural processes will continue to degrade the petroleum
hydrocarbon contaminants.
The SJCEHD submitted a Closure Summary to the RWQCB in May 2013. The RWQCB concurred with the
SJCEHD closure recommendation in June 2013. After receipt of notification that all case closure activities are
completed, the SJCEHD intends to issue a No Further Action Required letter for the subject Site.
WHERE TO GET MORE INFORMATION
Site information can be obtained from the GeoTracker web site at: http://geotracker.waterboards.ca.gov/.
