Airport Way, Stockton, CA 95206
The San Joaquin County Environmental Health Department (EHD) is the lead agency providing
the oversight of the investigation and cleanup of releases from underground storage tanks
(UST) within San Joaquin County. EHD has a contract with California State Water Resources
Control Board (SWRCB) to conduct a UST corrective action program. Your site was placed in
the Local Oversight Program on July 25, 2002.
In May 2002 a phase 11 site assessment was conducted using push probe technology to collect
soil samples. The laboratory analysis of the soil samples documented soil contamination in the
area where the dispensers for the underground storage tanks (USTs) were located. In August
2002 another push probe was advanced in the former dispenser area and soil and groundwater
samples were collected. .Petroleum contamination was found in those soil and water samples.
The EHD directed the responsible parties to conduct more work to determine the nature and
extent of the unauthorized release in a letter dated October 11, 2002. Since that time eleven
monitoring wells have been installed on and off-site. Results of the groundwater samples from
the monitoring wells have confirmed the petroleum contamination (TPH-gasoline, BTEX, 1,2-
DCA) both on and off-site. The soil sample results on-site contained high concentrations of
TPH-gasoline and BTEX as shallow as 3 feet below ground surface.
The EHD approved the remedial alternatives of soil vapor extraction and air sparging for the site
in June 2006. Soil vapor extraction was initiated at the site in October 2007 and air sparing was
initiated in 2008. This corrective action technology must continue until it is determined that it is
no longer required. Monitoring of the groundwater will continue during and after the remedial
action. The corrective action process can take years and must continue until the Central Valley
Regional Water Quality Control Board and the EHD agree that no further action is required. At
this time, the EHD cannot contemplate when this determination will occur.
San Joaquin County Environmental Health Department (EHD) has received notification from
Horizon Environmental Inc. that a recently installed off-site monitoring well (MW-12) cannot be
found and was probably covered over during City Of Stockton road construction activity.
