The specifications noted in the final engineering design
plan appear to be consistent with your site characteristics and soil plume distribution.
The AS system shall consist of two air sparge wells (SW-1 and SW-2) connected to a 1.5 horse-
power 7.5 cfm oil-less compressor (installation of SW-2 was completed on January 19, 2007).
The SVE system shall consist of 4 wells (MW-1, MW-3, VW-1 and VW-2), a knockout drum to
remove water from the extracted vapor, a 7.5 hp extraction blower (unspecified), and a
thermal/catalytic oxidizer rated for 250 cfm. The extraction well placements MW-1, MW-3, VW-
I and VW-2 range between 14 feet to 25 feet apart, within the calculated radius of influence of
the system, and should adequately address the plume of impacted soil.
You may proceed with obtaining all necessary permits to construct and operate the SVE system
and to begin system construction as is consistent with permit requirements. Due to the delay in
reviewing the plans, the EHD will allow reasonable extensions to the construction and operational
schedule.
To this date, EHD has not received a workplan for further investigation of the lateral and vertical
extent of contamination. In a letter dated November 27, 2006, EHD set a deadline for January 16,
2007 to submit a workplan for review. EHD directs that a workplan for further investigation of
lateral and vertical extent be submitted by June 1, 2007.
If you have any questions, please contact Frank Girardi at(209) 953-7868.
Donna Heran, RENS, Director
Environmental Health Department
Frank Girardi , Senior REHS ZnYLagorio,REDS
LOP/Site Mitigation Unit IV Program Coordinator—Unit IV
cc: Horizon Environmental Inc. —Rexford Smith
cc: RWQCB, Central Valley Region—Jim Barton
