Abdelwahed Facility, Ultramar Site No. 13792 May 9, 2013 <br />Stockton, California NFAR Request and Well Destruction Work Plan <br />Pressure grout selected wells; emplace neat cement, via pump and tremie set <br />within three feet of the total depth of the well casings, to within 3 feet bsg; <br />apply 25 pounds per square inch air pressure for approximate 10 minutes; top <br />off neat cement until grout level is stabilized within 3 feet of surface grade; <br />drill out the top 3 feet of the well with an auger with a diameter approximately <br />I foot greater that the original borehole; excavate soil an additional 0.5 foot <br />below the casing stub; emplace neat cement in the bore hole to within 1 foot of <br />surface; emplace native, sandy or base material and restore the surface, as <br />required for each well location. <br />Task 3 Collect four samples of drill/well cuttings for disposal characterization; submit <br />samples to Kiff with chain -of -custody documentation; request samples be <br />combined into one composite sample and analyzed for TPHg, BTEX and total <br />lead; dispose soil/well cuttings to appropriate off-site facility. <br />Task 4 Update GeoTracker with well destruction information; prepare and submit <br />Department of Water .Resources Well Destruction Report for destroyed wells; <br />prepare and submit well destruction report to EHD. <br />CONCLUSIONS AND RECOMMENDATIONS <br />Groundwater monitoring data indicate a delineated and collapsing hydrocarbon plume. <br />Impacted_ groundwater that originated at the former Beacon station has been remediated to a <br />practical extent and is attenuating at a rate that will result in attainment of WQOs in a <br />reasonable amount of time and prior to adversely impacting the usable groundwater resources <br />of the State. Therefore, Horizon recommends that the RWQCB designate this site a no <br />further action required (NFAR) status. <br />Subsequent to preliminary review of soil gas investigation results, the EHD approved <br />decommissioning of the vapor extraction and air sparge systems in an e-mail dated 16 January <br />2013. The VES oxidizer and associated equipment were removed on 17 April 2013. <br />Arrangements are being made to terminate and disconnect the natural gas and electrical <br />utilities, and to otherwise decommission the remediation systems. <br />1792 NFAR rpt.doc <br />Project No. 1792.26 11 HORIZON ENVIRONMENTAL INC. <br />
