y
® a1NG. SACRAMENTO
r
April 10, 19$9
E
Ms, Diane Hinson i fi
San Joaquin Local Health District
1501 East Hazelton Avenue 3
Stockton, California 95205
Reference: Amendments to the Site Assessment Work Plan for 2400
Airport Way, Stockton, California; Versar Job
No. 6147.323
Dear Ms, Hinson:
The purpose of this letter is to confirm our conversation of April
4, 1989. As I stated, we have received the letter from Mr. Jogi Khanna,
M.D. , M.P.H, and Mr. Ron Valincti , Director, Environmental Health
Division, San Joaquin Local Health district (SJLHD) , 'dated March 27,
1989. Their letter addressed our work plan to conduct subsurface soil
sampling as part of an property assessment at 2400 Airport Way in
Stockton, the purpose of which was to satisfy alllendeer's requirement.
They found the work plan inadequate because it did not meet the
requirements of a LUFT investigation. You stated that the SJLHD was
requiring a LUFT investigation because the Health District believed that
the tanks were removed 10-24-85, based on Stockton Fire Department
records. As I indicated, the date "1024-85" entered in the Stockton
Fire Department records does not represent the date of the tanks
removal . It has been reported to Versar that the date "10-24-85" is
the date that a Fire Department representative entered information in to
the file as part of the Fire Department's efforts to°determine if the
tanks had ever been removed. A previous owner of the property indicated
that the tanks had been removed at the time of the service station
closure, which was in 1977. However, as statedl`in our work plan, no
formal documentation or plans are available to prove that the tanks have
been removed.
As we agreed, because of the type of investigation we will be
undertaking as well as the best known date of ttie tanks removal , Versar
is not required to address the other points in Mr. Khanna's and Mr.
Valinoti 's letter except for No. 's 1, 6, and 8, .which are addressed
below. f
1. As stated above, the tanks were reportedly removed in 1977; and
Fire Department records reflect an effort in, 1985 to update
information regarding the tanks.
a
i
s
i
