I L' T\ IU Ei k'4 KLEINFELDER An employee owned company Ms. Vicki McCartney, REHS San Joaquin County Environmental Health Department 304 East Weber Avenue, Third Floor Stockton, California 95202-2708 Dear Ms. McCartney: Subject: Subsurface Investigation Work Plan The Earthgrains Company Facility 2651 South Airport Way - Stockton, California February 20, 2004 Project 62400145 FEB 2 6 2004 EN PERMIT/SERVICES HEALTHENI This Subsurface Investigation Work Plan (Plan) has-been prepared as requested in the January 9, 2004 correspondence from the San Joaquin County Environmental Health Department (EHD) to Earthgrains Baking Companies (Earthgrains): This Plan proposes procedures to investigate and further delineate the magnitude and extent of residual .petroleum hydrocarbon impacted soil and groundwater associated with a former gasoline underground storage tank (UST). It should be noted that in its correspondence, EHD requested that the Plan be submitted in the context of a Site Conceptual Model (SCM), which is a characterization of subsurface conditions and associated risks. However, an SCM was originally submitted within Philip Environmental Services Corporation's (PSC) April 14, 2003 Remedial Action Completion Report. EHD has since agreed (January 28, 2004 communication) that a new SCM is not needed to accompany this.. Plan since there has been no additional data collected to supplement the original. SITE DESCRIPTION AND UST RELATED ACTIVITIES The facility is a bakery products plant located at 2651 South Airport Way in Stockton, California L' (see Figure 1). The plant straddles Sections 22 and 23, Township 1 North, Range 6 East of the Mount Diablo Base and Meridian. The site has.a general elevation of 17 feet above mean sea level. ;L1 . The developed portion of the facility consists of approximately seven acres, which is relatively flat lying, and is almost entirely covered with asphalt and concrete. The main facility building !v covers about two acres. An approximately 1,000-foot-Iong, shallow, stormwater drainage ditch extends westerly along the south side of the facility towards a south -flowing drainage canal. This canal empties into the intermittent Duck Creek, which is located about 900 feet south of the plant. Duck Creek is typically dry except during periods of higher precipitation. Several shallow (less than 3 feet deep) water, electrical or stormwater sewer lines transect the property.
