I <br />L' <br />T\ <br />IU <br />Ei <br />k'4 KLEINFELDER <br />An employee owned company <br />Ms. Vicki McCartney, REHS <br />San Joaquin County <br />Environmental Health Department <br />304 East Weber Avenue, Third Floor <br />Stockton, California 95202-2708 <br />Dear Ms. McCartney: <br />Subject: Subsurface Investigation Work Plan <br />The Earthgrains Company Facility <br />2651 South Airport Way - Stockton, California <br />February 20, 2004 <br />Project 62400145 <br />FEB 2 6 2004 <br />EN PERMIT/SERVICES HEALTHENI <br />This Subsurface Investigation Work Plan (Plan) has-been prepared as requested in the January 9, <br />2004 correspondence from the San Joaquin County Environmental Health Department (EHD) to <br />Earthgrains Baking Companies (Earthgrains): This Plan proposes procedures to investigate and <br />further delineate the magnitude and extent of residual .petroleum hydrocarbon impacted soil and <br />groundwater associated with a former gasoline underground storage tank (UST). <br />It should be noted that in its correspondence, EHD requested that the Plan be submitted in the <br />context of a Site Conceptual Model (SCM), which is a characterization of subsurface conditions <br />and associated risks. However, an SCM was originally submitted within Philip Environmental <br />Services Corporation's (PSC) April 14, 2003 Remedial Action Completion Report. EHD has <br />since agreed (January 28, 2004 communication) that a new SCM is not needed to accompany this.. <br />Plan since there has been no additional data collected to supplement the original. <br />SITE DESCRIPTION AND UST RELATED ACTIVITIES <br />The facility is a bakery products plant located at 2651 South Airport Way in Stockton, California <br />L' (see Figure 1). The plant straddles Sections 22 and 23, Township 1 North, Range 6 East of the <br />Mount Diablo Base and Meridian. The site has.a general elevation of 17 feet above mean sea <br />level. <br />;L1 . <br />The developed portion of the facility consists of approximately seven acres, which is relatively <br />flat lying, and is almost entirely covered with asphalt and concrete. The main facility building <br />!v covers about two acres. An approximately 1,000-foot-Iong, shallow, stormwater drainage ditch <br />extends westerly along the south side of the facility towards a south -flowing drainage canal. This <br />canal empties into the intermittent Duck Creek, which is located about 900 feet south of the <br />plant. Duck Creek is typically dry except during periods of higher precipitation.
