I INTRODUCTION <br /> Philip Services Corporation (PSC) has been performing remedial action by addressing <br /> a subsurface release of gasoline from a leaking underground storage tank (UST) at <br /> The Earthgrains Company (Earthgrains) facility at 2651 South Airport Way in <br /> Stockton, California This remedial action has comprised air sparging and soil vapor <br /> extraction of petroleum hydrocarbons in the vicinity of the release since April 25, <br /> 2001 Remedial action was performed in general accordance with PSC's Remedial <br /> Action Work Plan, dated August 31, 2000, which was approved by the San Joaquin <br /> County Environmental Health Department (EHD) on September 8, 2000 <br /> At the suggestion of EHD staff, PSC has prepared a Site Conceptual Model (SCM) <br /> for this facility, which is a characterization of the release, subsurface conditions, and <br /> associated risks to potential receptors This Remedial Action Completion Report <br /> (RACR) presents information in general accordance with the SCM Reports final draft <br /> document dated March 27, 2000 Contained within this RACR is a description of the <br /> site, a chronology of UST associated events, and a property usage and a water well <br /> survey This RACR also includes physical and chemical characteristics of the <br /> subsurface, a summary of remedial activities, the SCM, and risk based corrective <br /> action modeling to assess whether hazards exist to potential receptors <br /> While some residual petroleum hydrocarbon impact may still be present, the operated <br /> remediation system, in conjunction with natural biodegradation, has been quite <br /> effective in reducing petroleum hydrocarbon levels in the subsurface Based on the <br /> information within this RACR, PSC requests that the EHD review current conditions <br /> and consider granting case closure for this leaking UST site <br /> 1 1 Site Description <br /> The facility is a bakery products plant located at 2651 South Airport Way in <br /> Stockton, California (see Figure 1) The plant straddles Sections 22 and 23, <br /> Township 1 North, Range 6 East of the Mount Diablo Base and Meridian The <br /> site has a general elevation of 17 feet relative to mean sea level <br /> The developed portion of the facility consists of approximately seven acres, <br />' which is relatively flat lying, and is almost entirely covered with asphalt and <br /> concrete The main facility building covers about two acres An approximately <br /> 1,000-foot-long, shallow, stormwater drainage ditch extends westerly along <br /> the south side of the facility towards a south-flowing drainage canal This <br /> ditch empties into the intermittent Duck Creek, which is located about 900 <br /> feet south of the plant Duck Creek is typically dry except during periods of <br /> higher precipitation Several shallow (less than 3 feet deep) water, electrical or <br /> stormwater sewer lines transect the property <br /> 4 <br /> Remedial Action ComplLtlon Report <br /> The Earth-rains Company Facility <br /> 2651 South Airport Way <br /> Stockton Cahlornia <br /> Prepared for Ti-it EAR I IICRAINS C OMPANY Prepared by Philip ServieL,Corp <br /> H\LNV\62400132512i�3!1 April 14 2003 <br />
