4.2.7 Permitting
All necessary construction and air emissions permits will be obtained prior to
construction of the proposed system
' 4.3 System Evaluation Plan
The system will be operated for a period of at least six months before its
effectiveness is evaluated and system shut down is considered The system
will be operated until San Joaquin County clean-up objectives(Appendix A)
are obtained or until it is apparent that the contaminant removal has reached
an asymptotic level and further system operation would yield no significant
benefit Specifically, shut down of the soil vapor extraction system may also
' be proposed if air emissions data indicate that the TPH removal rate has
fallen below 0 01 lb/hr for two consecutive monthly air sampling events
In most cases degradation of petroleum hydrocarbons is limited by the
solubility of oxygen in water (typically 6 to 12 µg/1) For example, toluene
(C6H5-CH3) degradation can be represented by the reaction,
C6H5-CH3+902-->7CO2+4H2O
r It follows that complete degradation of toluene requires about 3 lbs of oxygen
for every pound of hydrocarbon Operation of the system for a period of one
' year at an average TPH removal rate of 0 01 lb/hr would remove
approximately 88 lbs of contaminant in vapor form and could encourage
biodegradation of up to 33,000 lbs of petroleum hydrocarbons
' Based on observed contaminant concentrations, it is estimated that the total
mass of TPH contaminants at the site is about 75 lbs Calculations used in
this estimate are supplied in Appendix E
Remedial Action Work Plan
Prepared for THE EARTSGRAINS COMPANY Prepared by Philip services Corp
1{1ENV1624001451RAP61300 doc 15 8131100
