BP Chemical, Advanced Materials Div., P.O. Box 6189, Stockton, CA October 20, 1992
Mr. Lon Kitagawa 4
Samples of the stockpiled soil will be analyzed for disposal purposes. The analytical methods for those
samples include: EPA Method 8015 Modified (for TPH-G); EPA Method 8244 (volatile organic
compounds); EPA Method 544 (for EDB); EPA Method 7000 (for total lead); and reactivity, corrosivity,
and ignitability. The stockpile soil samples will be analyzed by an off-site, state-certified laboratory.
Excavation Backfilling and Site Restoration
After the overexcavat;on has been completed, and the removal of affected soil has been confirmed with
the analytical results, the excavation will be backfilled with clean fill material. The clean fill material will
be provided by BP Chemical. The source for that material is from an undeveloped portion of the SP
Chemical facility. Before backfilling, a sample of the source material will be tested for compaction
characteristics. The fill material will be placed in 1-to 2-foot-thick layers and compacted to engineering
standards for that area
Following the excavation backfilling and compaction, the ground surface will be leveled and restored to
it's original condition. At this time, the ground surface will not be paved of covered with concrete.
Soil Disposal
The stockpiled soil will be disposed of at an off-site licensed landfill facility. The landfill will be chosen
based on the analytical results of the samples tested for waste characteristics. Based on the results of
the previous site assessment, it is anticipated that soil from this excavation will be accepted at a Class II
or Class III landfill, and will not require special handling as a hazardous waste.
Summary Report Preparation
Following the above described activities, a summary report will be prepared to document each of the
tasks conducted during the corrective action. The summary report will include a detailed discussion of
the field activities, tabulated summary of analytical results, and copies of the certified laboratory data
sheets. A request for regulatory site closure by the SJCEHD will be requested at that time.
SCHEDULE
Groundwater Technology plans to complete the soil excavation, sampling, soil characterization, and
excavation backfilling within approximately two weeks after receiving authorization from the SJCEHD to
proceed with this Corrective Actions Work Plan. Arrangements for off-site soil disposal will be completed
following the soil characterization and after receiving approval from the designated landfill facility. A
summary report documenting field activities and analytical results will be prepared and submitted to the
SJCEHD approximately four weeks after the soil disposal.
GROUNDWATER
. .:,TECHNOLOGY.INC.
