Airport Way <br />Stockton, CA 95206 <br />San Joaquin County Public Health Services, Environmental Health <br />Division has reviewed the "Work Plan for A Preliminary Soil <br />Assessment" dated October 4, 1991 prepared by Groundwater <br />Technology (GTI). In a meeting with you on October 25, 1991, and <br />a phone conversation with Scott Gable, GTI, Margaret Lagorio, <br />Senior REHS, of our staff discussed the following items. <br />1. The soil borings as shown in the work plan would only <br />investigate the extent of contamination to the south of <br />the former tank location. Remediation of the area would <br />be based on this investigation. Contamination north, <br />east, and west of the former tank location would still <br />need to be investigated and remediated. <br />2. Two borings with two soil samples being analyzed from <br />each boring will not be sufficient to justify closure <br />using the environmental fate worksheet in the LUFT <br />manual. <br />3. Soil samples are to be analyzed by a California DHS <br />certified hazardous materials testing laboratory. <br />4. Vapor extraction well and monitoring well construction <br />details and diagrams are to be submitted if the borings <br />are to be converted to one of these type wells. If a <br />monitoring well is installed, well development and <br />purging are to be addressed. <br />5. A site specific health and safety plan is to be submitted <br />to our office prior to any work. <br />6. A permit application and $89.00 fee are to be submitted <br />to PHS/EHD for the soil borings. Once the permit has <br />been accepted the drilling date must be scheduled with <br />PHS/EHD. <br />A Division of San 3o2quin County Health Care Services 0 <br />
