The 12
December letter also references various communications via telephone and e-mail between Mr. Fred
Kintzer of Parsons Infrastructure and Technology Group and Philip S. Isorena of the Board staff.
The Soil Closure Report requested no further action for the site soils and evaluated results of: (1) soil
vapor extraction (SVE) treatment at source areas; (2) soil vapor sampling and analyses; and (3) vadose
zone modeling using VLEACH. The report also recommended dismantling of the SVE system and
decommissioning of the vapor extraction and vapor monitoring wells.
The proposed revisions to the monitoring program include: (1) sampling of the full array of groundwater
monitoring wells (MWs) in February and August each year; (2) sampling of only MWs 5R, 6, 11, and
12 in May and November; and (3) sampling and analysis of the six extraction wells from monthly to
every other month.
During a 15. November 200 1 telephone conversation between Mr. Kintzer and Mr. Isorena, we expressed
to Mr. Kintzer our concurrence with the Soil Closure Report findings and recommendations, proposed
revisions to the monitoring program, and decommissioning of the vapor extraction and monitoring
wells. This letter documents those approvals. We will send you a draft Monitoring and Reporting
Program for your review and comment to formally establish the monitoring requirements.
California Environmental Protection Agency
a Recycled Paper
The energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
For a list of simple ways you can do to reduce demand and cut your energy costs, see our Website at http://www.swrcb.ca.gov/rwgcb5.
