California law requires a person to inform the state if a <br /> situation is encountered that can be considered an immediate endangerment to the <br /> public's health or welfare and/or to the environment. It is impossible to determine with certainty the precise location of all <br /> structures (such as irrigation lines, septic system tanks or leach fields) <br /> which may be buried in the ground.
