F` ENERCON <br /> SITE ASSESSMENT WORKPLAN <br /> STOCKTON COMMERCIAL PROPERTY <br /> PHASE II ESA <br /> 4807 SOUTH AIRPORT WAY <br /> STOCKTON,CALIFORNIA <br /> 1.0 INTRODUCTION <br /> This workplan has been prepared by ENERCON Services, Inc. (ENERCON) to propose <br /> environmental assessment work at the property located at 4807 South Airport Way, in Stockton, <br /> California (subject property). The primary focus of the assessment is to perform routine <br /> environmental due diligence on the subject property. Proposed activities include a soil boring to 45 <br /> feet below ground surface (bgs) to obtain a groundwater sample. The work is being conducted on <br /> behalf on Mr. Douglas Dennis, a potential purchaser of the subject property. <br /> 2.0 SITE LOCATION AND DESCRIPTION <br /> The subject property encompasses approximately 2.92 acres and is located at 4807 South Airport Way <br /> in Stockton,California(Figure 1).The parcel is identified as Assessor's Parcel Number 177-46-019. <br /> As of September 2009,the subject property is improved with a single-story warehouse building. <br /> The subject property is located within a commercial,industrial mixed-use area.The subject property is <br /> bound to the north by vacant land,beyond which is a single-family residence;to the east by South Airport <br /> Way,beyond which is the A G Spanos Jet Center; to the south by Van De Pol Enterprises; and to the <br /> west by Coastal Pacific Food Distribution. <br /> 3.0 BACKGROUND INFORMATION <br /> From the historical information reviewed, ENERCON concluded the subject property was <br /> undeveloped land since at least 1913 and the northeast corner of the property was residentially <br /> developed and the remainder of the property was agriculturally developed sometime between 1913 and <br /> the 1950s. In the late 1960s the residence was demolished and the property was developed with the <br /> current warehouse Suite A. The current warehouse Suites B, C and D were developed in the late <br /> 1970s.Occupants of the warehouse building have been commercial businesses utilizing the warehouse <br /> for storage and light manufacturing activities. The first known use of the warehouse building was <br /> indicated in records on file with the San Joaquin County Environmental Health Department <br /> (SJCEHD)as Custom RV repair and sales shop from approximately 1970 until the mid 1990s. Two <br /> 1000 and 2000-gallon gasoline underground storage tanks (USTs) were installed in 1970 and one <br /> 12,000-gallon diesel UST was installed in 1982 on the northeast portion of the property. The USTs <br /> were associated with Custom RV and were removed from the property in 1992 under the supervision <br /> of the SJCEHD. Soil contamination was not detected in the soil samples collected from beneath the <br /> USTs or in the stockpiled soil generated during the excavation. <br /> The proposed groundwater sample was requested by Mr.Dennis in order to assess whether operations <br /> associated with above ground petroleum hydrocarbon fuel tanks at the south-adjacent property may <br /> ENMISCI745 Page 2 September 14, 2009 <br />
