The City of Stockton has operated an airport at the site since 1926 except that from ugust 1. ,` 1940, until august 1946 the airport vas Operated by the Army. In :addition to the four tanks used by petitioner, the site contained 12 other tanks which, along w th the tanks used by petitioner, were awned and operated by various other parties over a period of approltatey years. The County has named as many of these other parties as it can locate as additional responsible pantie for remediation of contamination at the site .
